Paul R. Morcom

Morcom is an attorney in Pennsylvania whose practice of law primarily focuses on State and Local Tax litigation and planning. Paul began his State and Local tax career as an intern with the Pennsylvania Office of Attorney General’s Tax Litigation section. After graduation from law school, Paul was Staff Counsel to the Commonwealth of Pennsylvania – Board of Finance and Revenue where he was responsible for conducting taxpayer conferences, facilitating inter-agency cooperation and preparing briefs for the members of the Board. During his four years at the Board, Paul handled cases dealing with the following taxes: corporate net income; franchise; capital stock; loans; realty transfer; sales; use; PURTA; gross premiums; and gross receipts. Paul also held a position with a fortune 1000 Corporation’s Tax Department, where he was responsible for all state and local tax planning, compliance and litigation involving corporate income and franchise taxes in all 50 states. Paul helped that company save millions of Dollars in state and local taxes. Additionally, he designed and implemented all the state and local FIN 48 tax compliance, and he favorably negotiated and implemented numerous Voluntary Disclosure Agreements (VDAs) with a variety of states. Furthermore, he managed multiple state tax audits from start to finish with very successful results. Paul has had the opportunity to experience state and local tax issues from the perspective of the taxing jurisdiction, as corporate in-house counsel and through private practice representing taxpayers and is able to use those perspectives in resolving each client’s tax issues.
